Cyber Security and Information Systems Technical Area Task Contract

snim Cyber Security and Information Systems technical area task contract (CSTAT) is a multiple award indefinite delivery indefinite quantity (IDIQ) contract that supports the following technical areas:

    • Software data and analysis
    • Information assurance
    • Modeling and simulation
    • Knowledge management (KM) & information sharing (IS)




The CSTAT contract is a follow-on to the Software Networks Information Modeling and Simulation Contract (SNIM) and the legacy contracts:  Modeling and Simulation Information Analysis Center (MSIAC) contract, Data Analysis Computer Services (DACS) and Information Assurance Technology Analysis Center (IATAC).

The purpose of the CSTAT contract is to leverage the best expertise from industry, other government agencies, and academia to solve the government’s toughest scientific and technical problems. The IACs serve as a ready tool for strategic, operational and tactical organizations within DoD and the broader community. The IACs build a community of subject matter experts (SMEs) and provide critical scientific and technical information (STI) for DoD, enabling it to avoid the creation of duplicate holdings of STI, as well as avoid duplication in analytical capabilities in various research and development (R&D) support components.

The IACs provide tactical relevance through direct connection to the Warfighter, and strategic value through long term trend analysis and recommendations. Products, such as state-of-the-art reports (SOARs), provide a detailed analysis of critical challenges, while technical inquiry services offer a direct connection to a vast network of subject matter experts from across government, industry and academia.

The IACs also work directly with customers on core analysis tasks (CAT) and technical area tasks (TAT), both of which yield new STI. They collect, maintain and develop analytical tools and techniques including databases, models and simulations and provide research and analysis services to customers with diverse, complex and challenging requirements.

CSTAT Contract Specifications

Customers are required to submit a requirements package. The IAC Program Management Office has a dedicated Customer Support Cell (CSC) to help the requiring activity (RA) through the entire process of requirements package development and submission. Please contact the CSC via email at to assist in putting together the requirements package.

Ordering Process:
    1. Customers submit a requirements package to the DTIC IAC PMO in accordance with the Task Order Guidelines.
    2. The IAC PMO and Contracting Office will review the requirements package to ensure compliance, completeness and applicability to the IAC program goals.
    3. The Contracting Office solicits proposals from CSTAT MAC prime contractors through a RFP.
    4. The Contracting Office awards the task order to the winning CSTAT MAC contractor.
