RMS

The Requirements Management System (RMS) is a new web-based program used to streamline the requirements management process. RMS allows customers to submit their requirements directly to the Information Analysis Centers (IAC) Program Management Office (PMO) via the Web. Users can access RMS from any web browser or operating system. RMS replaces the prior requirements system, PREMIS, and will be used on all new requirements (i.e., both SNIM and Legacy contracts).

If you are ordering from the Legacy IDIQ Contracts (AMMTIAC, CBRNIAC, CPIAC, RIAC, SENSIAC, SURVIAC, or WSTIAC) the IAC prepares the SOW and the technical and cost proposal, which is subject to approval by the customer and the contracting officer. Can contact information for multiple submitters be entered into the RMS Submittal Form?

No, RMS will not allow contact information for more than one person to be submitted. This feature has been listed as a potential enhancement on the next version of RMS.

Yes, the Manual is posted on this page. You can also contact any IAC PMO representative to receive a copy.

When will a task number be assigned to a requirement? Will a task number be the requirement ID?

A Task Number will not be assigned to a requirement. The Requirement ID will take the place of the Task Number on the DD-448. For questions about the RMS Requirement ID, please see our financial management page.

How will a no cost extension be added to a contract?

Once an IAC coordinates with the Requesting Activity (RA) on the no cost extension, they will submit the extension directly to their Contracting Officer (CO). The CO will then send the no cost extension to the Contract Officer Representative (COR), Program Management Analyst (PMA), and the RA for concurrence. Once approved by all parties, the CO will prepare the modification.

What are the size limitations for files uploaded into RMS?


Files uploaded into RMS cannot be larger than 20 Megabytes.

How often do users need to change their password?


Users will need to change their passwords every 90 days.

Can a submitter track the progress of a submission?


This feature is not currently available with RMS. This feature has been listed as a potential enhancement on the next version of RMS. However, the IAC PMO will send out a monthly summary of requirements currently in the system and users can corrdinate with the IAC PMO POC for status updates.

Will IACs working with Legacy Contracts use the templates that are posted on the Requirements Submission page or IAC web site?

No, IACs will use their current SOW template to submit their requirements. All other templates on the Requirements Submission page or IAC web site are for Multiple Award Contract submissions.

When will IAC POCs receive email notifications from RMS?

IAC POCs will receive emails when:

  • A requirement is submitted in RMS.
  • A Reviewer requests more information from an IAC POC.
  • A requirement has been approved.
  • A cost/technical proposal is requested.
  • A cost/technical proposal has been approved.
