Reimbursable (Category I) & Direct Cite (Category II)

DTIC can accept MIPRS both reimbursable (Category I) or direct cite (Category II). If a preference is not stated on the MIPR, DTIC will accept the funds as reimbursable. Below we have outlined the process for invoice payment for both reimbursable and direct cite invoices.

The reimbursable or direct cite processes outlined below are only applicable to DoD agencies. Civilian agencies should refer to the Interagency Agreement page.

Reimbursable (Category I)

Once the MIPR is accepted reimbursable, DTIC will cite their line of accounting on the obligating document (delivery order or modification). This allows the contractor to invoice DTIC directly for the costs incurred on the effort. DTIC will then collect from the requesting activity the amount invoiced by the vendor for each accounting period.

Direct Cite (Category II)

Once the MIPR is accepted direct cite, DTIC is authorized to cite the requesting activity's line of accounting on the obligating document (delivery order or modification). The costs incurred by the contractor for performing an activity will be directly invoiced to the requesting activity.

In this case, DTIC’s financial system will not be the system of record. This means DTIC does not have visibility into the expenditures; that capability remains with the requesting activity.
