“Information superiority is fundamental to the transformation of the operational abilities of the joint force. The Joint Force of 2020 will use superior information and knowledge to achieve decision superiority, to support advanced command and control capabilities, and to reach the full potential of dominant maneuver, precision, engagement, full dimensional protection, and focused logistics. The breadth and pace of this evolution demands flexibility and a readiness to innovate.”
Joint Vision 2020
A Wealth of Knowledge—
By the year 2005, the Defense Technical Information Center (DTIC) Information Analysis Centers (IACs) are projected to hold over 100 million pages of valuable Scientific and Technical Information (STI). As these holdings increase, mission critical delivery timelines will be negatively impacted, as will the time and effort required for research. Although the desired information may exist, the cumbersome manual search process currently used requires a JV 2020 focused solution.
The Total Electronic Migration System (TEMS) will allow any authorized DTIC STI user to perform simple and complex queries of the entire IAC knowledge base using any Web browser. By centralizing and standardizing the IAC operations, TEMS will enable users to search, retrieve, and use STI in support of their growing demands.
Providing access to the entire collection of electronic IAC holdings. Unclassified material can currently be accessed through the Internet. TEMS will have the capability to search classified documents via the Secret Internet Protocol Router Network (SIPRNET).
Allowing retrieval of any electronic format including text, text mixed with images, sound, and multimedia.
Providing multiple search engines that will provide full-text search capabilities. A more complex algorithmically based search function will allow users to employ fuzzy logic and to drill down through information using an automatically generated taxonomy.
Providing access to IAC STI for all authorized DTIC users.
